All dogs and cats must be inoculated with a rabies vaccine by a licensed veterinarian.  All dogs and cats must be licensed and only 3 dogs maximum and 3 cats maximum are permitted.  To obtain your pets' license (due by May 31st of each year) please see Borough Clerk Barbara Sheipe or Deputy Clerk Marie Nagle at Palmyra Borough Hall, Monday – Friday, 8:30 AM to 4:30 PM.

Pet Q&A…

Q: Is there a leash law?

A: You bet there is, for both cats and dogs!

For cats…

  • It shall be unlawful for any person or corporation owning, keeping, harboring or having the custody or possession of any cat, whether registered or not, to permit such cat at any time to be in or upon any public street, avenue, road or highway or upon any public place or place to which the general public is invited, or to permit such cat at any time to run at large in said Borough, unless such cat shall be led by a chain, cord, thong or other leash, not more than six feet long, in the hands of a person capable of leading and controlling such cat or shall be securely confined in an automobile or other vehicle.

For dogs…

Every person owning, keeping or harboring any dog in this Borough shall:

  • Prevent such dog from running at large upon any public street or other public place at any time.

  • Prevent such dog from being on any public street or other public place at any time unless such dog is accompanied by a person over the age of 12 years and is securely confined and controlled by an adequate leash not more than six feet in length.

  • Prevent such dog from running at large upon the lands of any person other than the person owning, keeping or harboring such dog, without the consent of the owner of such lands.

  • Prevent such dog from injuring or damaging any vegetable garden, flower garden, lawn, plant, tree, shrubbery, grounds or other property of any person other than the person owning, keeping or harboring such dog.

  • Prevent such dog from worrying, wounding or killing any other dog or other domestic animal.

  • Prevent such dog from becoming a public nuisance.

  • Prevent such dog, if it is a female and in season, from being off the grounds or property of the person owning, keeping or harboring such dog.

Q: Am I responsible for my pet's waste?

A: Absolutely!

  • All pet owners and keepers are required to immediately and properly dispose of their pet's solid waste deposited on any property, public or private, not owned or possessed by that person.
  • Any person(s) who is found to be in violation of the provisions of this article shall be subject to a fine not to exceed $500.
